For years, accessing information about Tennessee sex offenders has been as easy as a few keystrokes. However, Tennessee lawmakers are now contemplating the establishment of a comparable registry for domestic violence offenders.
According to Senator Becky Massey, a Republican from Knoxville, Tennessee, there have been a staggering number of domestic violence offenses in the state over the past three years, ranging from 62,000 to 70,000 cases.
The database would resemble the Tennessee Sex Offender Registry, allowing users to easily navigate through the list or perform a specific name search. According to Massey, he recently had a conversation with a woman who mentioned that if she had access to such information, she would not have married her former partner.
To be added to the proposed registry, an individual would need to have two domestic violence convictions. However, the registry would not include specific addresses.
Names on the domestic violence registry would not be permanent, unlike the sex offender registry. If an individual had two domestic violence convictions, their name would remain on the registry for a period of two years. For those with three offenses, their name would be removed after five years. Similarly, individuals with four or more offenses would have their names taken off the registry after ten years. However, it should be emphasized that the inclusion of an offender’s name on the registry requires the consent of the domestic violence survivor.
Sen. Jon Lundberg, R-Bristol, expressed his concern about the magnitude of the issue, labeling it as a significant problem.

According to the fiscal note attached to the bill, the Tennessee Bureau of Investigation (TBI) anticipates that taxpayers would bear an annual cost of approximately half a million dollars. This estimate takes into account various expenses, including salaries for four additional staff members, software development, and data storage. Senator Paul Rose of Lauderdale County expressed his dislike for this potential financial burden, stating, “I think I know where it might go because of the fiscal note, and I hate that.”

However, Escue acknowledges that amendments made to Tennessee’s proposal have addressed some of their concerns.
The bill managed to pass through the Senate Judiciary Committee by a narrow margin with five votes in favor, two against, and two members abstaining from voting. It remains to be seen if the database will become easily accessible in the future.
