On Saturday, August 19, 2023, at approximately 4:59AM, Officers were called to the 5900 block of NE 9th on a person down in the roadway. When officers arrived they located Isaac Shay Morris, male, age 39, deceased on scene.
Amarillo Homicide investigators arrested 47-year-old Phou Phiouphanh and charged him with Murder. He was booked into the Potter County Jail.
